Post-Storm Update - June 30th, 10:45pm

This is the latest update from the Emergency Center:

Almost 565,000 BGE customers statewide lost power, of which over 127,000 were in Baltimore City. Currently, 88,526 customers in Baltimore City remain without power. Restorations continue and for 38,616 customers, power has been restored. Full restoration is estimated to be a long-term operation lasting several days.

Transportation is reporting 82 traffic signals out of service; they were supposed to have generators at all major intersections which are experiencing signal outages as of 7pm this evening. 

Rec and Parks is now reporting 350 trees downed which were impeding traffic; removal of debris and utility lines is still underway. Parks has a total of two chipper crews, seven contractor crews, eight DOT crews, two Rec & Park crews, five DPW crews in place, and is anticipating ten additional contractor crews sometime this evening.

The Mayor's Office of Neighborhoods has been reaching out to places of worship, to serve as additional neighborhood cooling centers.  Those locations will be announced as they are confirmed.

The Police Department will be out in communities with lights on this evening to ensure a visible presence and will provide increased presence in commercial districts.

The weather forecast is calling for the possibility of additional storms throughout the evening and in response the 311 Call Center will be in operation 24/7 until further notice.

The Mayor’s office is feeding us updates and agency reports periodically; I’m going to try to summarize them into a neighborhood-level report as often as I can. Here we go:

This is BGE's outage map from 2:45pm today

Last night, a line of severe thunderstorms downed trees and disrupted electrical service in what BGE is reporting as the third largest outage in its history. Over 440,000 BGE customers statewide lost power - 94,206 of them here in Baltimore City. BGE has over 1,000 reports of power lines down, and stoplights remain dark throughout the City. BGE is anticipating the possibility of further outages in the event of additional storms this afternoon. Currently the National Weather Service is predicting a 30% chance of isolated storms throughout the afternoon. Restorations have begun and for 21,839 customers, power has been restored. Full restoration is estimated to be a long-term operation lasting several days.

Rec and Parks is reporting 332 trees are currently downed and impeding traffic; the Police Department is assisting Rec and Parks with prioritization. Removal of debris and utility lines is underway. Parks has a total of thirteen crews and two log trucks clearing debris. Transportation has two crews assisting Parks and signal techs responding to place stop signs at intersections without power. The heaviest hit areas appear to be Northern Pkwy from York east, and from Belair Ave and Frankfort to Kenwood. As of 12noon, 28 signals were still out, 14 with temporary stops, and 8 under generator power.

The City was planning on operating cooling centers prior to this incident in consideration of the weather forecast which calls for temperatures to surpass 100 degrees. Given power restoration estimates following this event, the establishment of these facilities becomes more critical. Most of the Code Red Rec Centers are operational. For those who can get downtown, the War Memorial Building is operational with air conditioning and bottled water. Two of the Community Action Centers (Northern and Northwest) did not have power as of 1pm, and so did not open as Code Red Centers. BCHD has opened 6 senior centers, and is working on opening some of the rec centers.

 Because of predicted high temperatures and the potential danger to health, Commissioner of Health Dr. Oxiris Barbot is declaring Friday, June 29, through Sunday, July 1, Code Red Heat Alert days. Baltimore City will open emergency cooling centers. Each center will have cool air and free water.

A Citizen Reminder:

Household Hazardous Waste Drop-Off Days are June 29 - 30

Mayor Stephanie Rawlings-Blake and Public Works Director Alfred H. Foxx remind citizens that Baltimore City’s Household Hazardous Waste monthly collection events are held at the Northwest Citizen Convenience Center located at 2840 Sisson Street on the last Friday and Saturday of the month, April through November.  The next drop off days are Friday and Saturday, June 29 and 30.    

These events provide an opportunity for Baltimore City residents ONLY to dispose of hazardous household materials such as oil-based paints, pesticides, herbicides, car and household batteries, drain cleaners, gasoline, pool chemicals and many other items. (Latex paint is NOT hazardous waste; it can be dried up and the cans put out for regular trash collection.) Businesses and private haulers must contract with a certified vendor to dispose of hazardous waste.

Residents can take these items to the Northwest Citizen Convenience Center on the last Friday and Saturday of every month, now through November as follows:

June 29 & 30 from 9 a.m. to 7 p.m.

July 27 & 28 from 9 a.m. to 7 p.m.

August 24 & 25 from 9 a.m. to 7 p.m.

September 28 & 29 from 9 a.m. to 5 p.m.

October 26 & 27 from 9 a.m. to 5 p.m.

November 23 & 24 from 9 a.m. to 5 p.m.

Residents must show proof of city residency, e.g. a driver's license, telephone bill or tax bill, before they can drop off any hazardous items. Residents must also be able to identify the material. Materials that will not be collected as household hazardous waste include trash, asbestos, ammunition, fire extinguishers, industrial and medical wastes, and radioactive materials, including smoke alarms with a radioactive symbol.

Mayor Rawlings-Blake Announces Launch of 2012 Code Red Heat Alert Initiative

BALTIMORE, MD. (June 20, 2012) – Mayor Stephanie Rawlings-Blake joined city health officials to announce the start of the 2012 Code Red Heat Alert Initiative, a multi-agency, coordinated approach to providing cooling relief to vulnerable populations in Baltimore City during a heat crisis.

“During the summer months, residents and visitors need to take the heat seriously and take steps to protect themselves and their family from harm,” said Mayor Stephanie Rawlings-Blake. “Don’t let yourself be caught off guard. Dress appropriately, drink lots of water, and take frequent breaks, when possible.”
The commissioner of health declares a Code Red alert whenever the heat index—a temperature gauge that factors in relative humidity—rises to 105 degrees Fahrenheit, or when conditions exist that pose a threat to public health.

Heat waves are silent killers. The effects of heat are cumulative, meaning a person can become ill after several days of above-average temperatures. Older adults and the medically frail are at an increased risk for developing heat-related illness. Last summer, 80 percent of heat-related deaths, as noted by the state medical examiner, were people age 55 and older.

“Heat-related hospitalizations and deaths are highly preventable,” said Commissioner of Health Dr. Oxiris Barbot. “On Code Red days, it’s important to stay cool, stay hydrated, and stay in touch with your neighbors—especially seniors and the medically frail who live alone or without air conditioning.”
During heat waves, there is the potential for increased mortality from cardiovascular disease, respiratory illness, and stroke. Published research shows the greatest risk of death is for vulnerable individuals without air conditioning or a strong social network. Those without electricity may be particularly vulnerable to heat-related health problems.

“Nearly half of all heat-related EMS calls last summer came from addresses located less than a mile from a cooling center,” said Baltimore City Fire Department Chief Jim Clack. “It’s imperative that residents utilize these centers to stay cool and hydrated on Code Red days.”

During a heat crisis, a press release announcing a Code Red Heat Alert is sent to local media, City agencies, and private sector partners. The public has several other ways to find out if a Code Red Heat Alert is in effect:

On Code Red Heat Alert days, Baltimore City will open emergency cooling centers. Each center will have cool air and free water available.

The Community Action Program will operate five centers around the city. These centers will be open from 9:00 a.m. to 7:00 p.m. on weekdays and 11:00 a.m. to 7:00 p.m. on Saturdays and Sundays:

Northern Community Action Center, 5225 York Road

Southern Community Action Center, 606 Cherry Hill Road (inside the shopping center, 2nd floor)

Northwest Community Action Center, 3939 Reisterstown Road

Southeastern Community Action Center, 3411 Bank Street

The Health Department’s Office of Aging & CARE Services will operate five additional cooling centers.

“Residents who are concerned about a neighbor should call 311. Call 911 if you are having a heat-related medical emergency,” said Chief Clack.

City residents who want information on the closest cooling center can call 311, the City service line. Any city resident experiencing the signs of heat exhaustion or heat stroke should call 911.

Summer Activity Extroadinaire: August 6-17, 2012





In 1997 Carl Grubbs, internationally renowned saxophonist, and Barbara Harrell Grubbs, retired educator, founded Summer Activity Extraordinaire (SAX) Music and Dance Camp Program. The program is held on the campus of Loyola University in Maryland. SAX provides music and dance training and appreciation to children and youth ages 4-17.  The program accepts participants at all levels of proficiency.

SAX offers an intense two-week specialized arts program of individualized, small and large group instruction in selected areas of instrumental/vocal music and dance. Our instructors are local artists who have experience teaching youth.  We own our own instruments and participants are allowed to take them home to practice.

Participants bring or purchase their lunches in the college café.

SAX Camp dates:

August 6 – 17, 2012
Monday – Friday, 9am – 3pm

A staff member arrives at 8am for early drop-off of children and a staff member remains until 4pm to assure that all participants have been picked up.
