This excerpt to the left from the City's "Snow Brochure" - which will get much bigger if you click on it! -gives the definitions for the three phases of Snow Emergency and some photographic examples of roadway conditions from the City's point of view. (The difference between "passable" and "plowed" for instance, is key!)
